The University of Tampere has received the European Commission acknowledgement HR Excellence in Research in March 2015.
This acknowledgement conveys the University of Tampere as a provider of a stimulating and favorable work environment. It also conveys the University`s commitment to fair and transparent recruitment and appraisal procedures and to their continuous development.
The acknowledgement HR Excellence in Research is the outcome of successfully taking part in the Human Resources Strategy for Researchers process (HRS4R), an EURAXESS Rights initiative by the European Commission.
The European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers (Charter & Code) provide recommendations and good practice guidelines for the employment and recruitment of researchers.
The Human Resources Strategy for Researchers (hereafter HRS4R) is a tool provided by the European Commission. With its help, the University of Tampere has adopted the principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers as a part of the development processes of the researchers’ contracts, careers and the work environment. The University of Tampere has been a member of the fourth cohort since autumn 2012.
The HRS4R process consists of five phases, outlined below.
1. Gap Analysis
The current practices and procedures of the University are compared to the principles identified in the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers. Information is collected through several channels from researchers at all career stages.
2. Drafting an Action Plan
On the basis of the results of the Gap analysis, the university develops its own HR strategy for researchers which includes a concrete action plan. The Action Plan is sent for the European Commission review.
3. HR Excellence in Research -Acknowledgement
The analysis and action plan are then reviewed and acknowledged by the European Commission. The acknowledgement implies the right to use the HR Excellence in Research logo. The University of Tampere received the European Commission acknowledgement "HR Excellence in Research" in March 2015.
The University subjects the implementation of its action plan to a self-assessment in 2017. This process will be repeated every three years.
5. External Evaluation
An external evaluation is carried out every three years. The first external evaluation will be carried out in 2020.
The University of Tampere has proceeded with the first three steps of the HRS4R process and has received the European Commission acknowledgement "HR Excellence in Research". The further development at the University of Tampere continues according to the Action Plan Good to Do Research!
The HRS4R work at the University of Tampere is directed by the Quality Steering Group, which has representatives from both teaching and research personnel and is chaired by the Rector. The Quality Steering Group examines quality management at the University of Tampere as a whole and supports the Rector in the development of the Quality Management System. From the beginning, the group has wanted to integrate HRS4R work as a part of the quality work and development of operations at the University of Tampere.
