My research focuses on how migrants are constructed in the Finnish welfare state project by examining the specific case of Finnish narratives of HIV/AIDS and the accompanying silence of migrants. I explore how identities were molded by AIDS plots and analyze the local impact of global plots on the interpretation of the Finnish AIDS epidemic by national authorities and the public within the context of the universal services provided to all residents by the Finnish welfare state. Utilizing a standpoint theory perspective, my interest is to explore how migrants use silence strategically and what implications this has for developing culturally competent social and health care services.
