2011, 2nd Sino-Finland Forum on Higher Education:

Transformation of higher education in innovation systems

Tampere, Finland, 19 -20th September, 2011

Sino-Finland Forum on Higher Education is an annually organized arena for discussions on selected contemporary theme on higher education in Finland and China. In 2011 the theme of the second Forum is: “Transformation of higher education in innovation systems”. The Forum is organized jointly by the University of Tampere, University of Helsinki, Peking University and Beijing University of Technology, in Tampere, Finland.

The aim of the Forum is to bring the higher education researchers, policy makers, administrators and other experts together to exchange experiences and opinions and explore current challenges of the role of higher education in innovation systems. Ideally, new ideas and best practices can be found by comparing the systems and the policies. In addition, Forum gives a great opportunity for mutual learning of the rich administrative traditions and cultures of the countries.

The theme of the second Forum is topical for Finland and China. Both countries have recently launched higher education reforms. The main milestones, for the development of higher education systems in both regimes, have been found on public policies, namely, Middle and Long Term Education Reform and Development Plan (2010-2020) in China, and the Structural Development of the Public Research System (2005) and the New Universities Act (2010) in Finland. Apparently, in both countries the Governments have been important catalysts in the transformation of higher education systems and institutions to more adaptable and responsible to the needs of knowledge economy. The transition has taken place as a part of cross-sectoral national innovation policies.

The first Sino-Finland Forum on Higher Education was successfully organized by four partner universities in April 2010. The theme of the Forum in 2010 was “Higher Education Reform- Experience and Challenges in Post Massification Era” and it received around 100 participants including higher education experts, scholars, and administrators from universities and government.

We are happy to receive you in Tampere for the second Sino-Finland Forum on Higher Education, and will provide you inspiring academic and social events.

Welcome to Tampere, Finland, and welcome to the University of Tampere.
