Institutional Practices and Information Systems in the Production and Use of Information in Child Protection Processes (CHILDINFO)

The use of information systems (IS) in work processes is influenced among other factors by the institutional practices of the organizations. The research tradition exploring the use of IS has typically bifurcated into studies focusing on institutional practices not taking account specific features of systems used, and studies analyzing system features in connection to specific work tasks not relating them to broader work context. The former is typical in social sciences, the latter in computer science. However, it is evident that the ways actors conceptualize their jobs are reflected in the ways they conceptualize and perform particular work tasks. This, in turn, influences to their ways of understanding how computers can support their work tasks. Institutional practices also shape the forms of client involvement in their service processes.

The aim of our project is to explore how the variation of institutional practices and of client information systems (CIS) is associated with the acquisition, recording and use of information and clients’ narrative knowledge by social workers in the child protection process, and how clients contribute to this documentation process. We are interested in the use of information and of CIS in child protection and in clients’ involvement in this process. This aim is realized by three subprojects.

1) Documentation and use of CIS by social workers

The first one explores how the variation of institutional practices and of CIS is associated to the ways social workers use these systems for documenting cases and how the systems support daily work. It also analyzes how social workers structure information in client records and how their categorizations correspond to a controlled vocabulary in social work.  The main contribution of this subproject is to understand the use of information and information systems in a broader work context and its implications on designing systems and client records.

2) Documentation, client participation and power

The second subproject scrutinizes how the existing institutional practices of child protection and documentation enable the participation of the clients in creating, formulating and using the client records and other documents, and on what grounds and implications client-participation is possible. This will be analyzed from the point of view of children and parents as clients. The main contribution of this part of the project is to increase our understanding of the mechanisms of client participation in documentation.

3) Documentation: Balancing between recorded information and narrative knowledge

The third subproject explores the knowledge types produced in the client - social worker interaction and how these knowledge types are transformed into recorded information and reused. Its major contribution is to deepen our understanding of how the requirements of ICT influence the ways narrative knowledge is transformed to recorded information and how the use of ICT is changing the knowledge structure in social work on a more general level.

These three subprojects bring complementary angles to the production and use of information in the child protection process as experienced by clients and social workers, and how CIS support this documentation process in the broader context of institutional practices. Our study covers the whole documentation process and the use of CIS as its integral part, thus extending previous results focusing on particular phases of this process.
