Balanced scorecard as a learning and management tool in municipal service units (TASKU) Research Project of the Center of Administrative Sciences at the University of Tampere - KARTUKE – TASKU 2002-2005 KARTUKE - Research and development programme on the performance of municipal services The research and development programme on the performance of municipal services was launched on the basis of the performance project of the federation of municipalities of the Center for Occupational Safety and the recommendation of the Commission for Local Authority Employers. The aim of the project was to produce information on performance evaluation for the use of municipalities, federations of municipalities and regional co-operation in developing of evaluation. The KARTUKE network consisted of research municipalities, developing municipalities and specialists of the field. The programme was a part of the National Productivity Programme led by the Local Public Sector Group of the Center for Occupational Safety. The main occupational organizations of the local public sector were also represented.
