Power, authority and governance

The theme of power, authority and governance examines the ways the world works, i.e., how we are governed and how we should conceive of power and governance in the contemporary world.

This comprises the study of power, authority and governance as forces that function in different contexts through multiple practices. Rather than simply consisting of territorial states defending their interests or signing treaties and engaging in joint actions, the current field of global governance is being crowded by all manner of non-governmental organisations and advocacy networks that promote best practices both to states and to business organisations. Civic participation in the globalising world is creating new political spaces and opportunities for more sustainable and equitable patterns of development. Likewise, the public-private distinction is being blurred, with state-owned corporations and public-private partnerships running strategically important activities such as the control and management of natural resources. A global trend from administrative to market steering further obscures power relations, constructing actors as enterprising individuals and organisations. To understand how these changes are transforming opportunities for political participation, we need further research on the modes of global governance and their relationships with the formation of new kinds of political subjectivities.

Global governance is not merely about harmonisation and standardisation across nation-states, nor simply about growing interdependence, but rather about a dynamic and often combative interaction in a continuous state of formation through intuitive and proactive position-taking and invention beyond national governments and institutions.
