The project studies the construction of economy in the EU in its historical and cultural context. It works in the cross-section of economic sociology, sociology of knowledge and studies on governmentality. The key research interest is to explore 1) what is understood by “economic” in the policy documents of the EU and in statistical databases producing informational background for policy decisions in the EU, and 2) what is the role of expert knowledge in constructing the “economic” as part of the EU policy practices. In addition, we investigate 3) how the mediation between the “economic” sphere and the rest of the social reality is understood and 4) what the alternatives to the current conceptualizations are in historical and cultural comparison.
We investigate the above topics through theoretical and empirical subprojects. The empirical work focuses on the planning and implementation of the EU 2020 strategy. The data consists of relevant policy documents and expert interviews. The theoretical background is formed by a novel interpretation of Karl Polanyi’s theoretical program for a “substantivist” study of the cultural embeddedness, and thus the historical variation of the definitions of economy. Based on that interpretation a new research program (the HNACEMP scheme) is developed to study marketization of society in general and that process in the EU in particular.
