VALOGOS is open for everyone who is interested in local government studies. At the moment, however, the following courses are designed for the students on the local government degree programme in the University of Tampere. This programme is planned to be an integrated part of the curriculum of the degree programme.
The degree programme in question is Local Government Studies. The two main subjects are Local Governance and Local Public Economics. VALOGOS Local Government Programme is associated with the first of these. The studies in the degree programme can be divided into three levels, basic (perusopinnot), subject (aineopinnot) and advanced (syventävät opinnot) studies. The present programme relates to the intermediate level (subject studies). This programme requires, then, some basic knowledge on local government studies. Information Package
- VALOGOS Local Government Programme concerns the subject studies in local governance, as mentioned above. These subject studies are intended to provide essential knowledge about the main problems, concepts and theories of local government.
- The programme contains 20 credit units. Most master's degree programmes total 160 credits. Credit (or literally "study week") is defined as the equivalent of 40 hours of work on the part of the student.
- The programme contains six study modules. The study module is the basic structural and thematic unit of the degree programme. Each of them carry a certain number of credits. They may include several types of work: lectures, seminars, examinations, exercises etc.
- The structure of VALOGOS Local Government Programme is consistent with the subject studies in local governance described in the curriculum of the degree programme. Certain study modules are, in fact, identical. The difference lies partly in teaching methods and certain thematic emphases.
- All the studies when done according to the instructions of the Department of Local Government Studies will contribute to bachelor's and master's degrees.
The previous programme, VALOGOS Local Government Programme 1995-1997, is valid till the end of 1997.

Local and Regional Self-Government in Finland and in Europe 3 credits

Essay: An essay on one of three alternative themes (1 credit):
- The history and development of local government in Europe.
- Description of the local government system of U.K., France, Germany, Austria, Switzerland, Belgium, The Netherlands, Italy or Spain.

The subject of the essay must be approved by a teacher.

Service Strategies and Welfare 2 credits
Two options::
- Alternative A (2 credits)
Literature: Four books from the list of set books mentioned in the Curricula Guide 1997-1999. Examined by
the Lecturer in Local Governance.
- Alternative B (2 credits)
Essay: An essay on the service strategies of local government. Two thematic areas:
a) Marketing in Local Government

LOGOS 3
Local Power and Politics in the Information Society 3 credits
Lecture (optional): Theories of politics especially from the point of view of local government studies. (1 credit)
Essays (2-3 credits): Essays and other types of work must be dealt with and approved by the coordinator.
Four thematic alternatives:
(a) Local government systems - a global perspective
(b) Comparative local government studies
(c) Local teledemocracy
(d) Local government as a modern expert system.

Management in Local and Regional Communities 3 credits
Two options:
- Alternative A (3 credits)

- Regionalization and the formation of "region states"
- Learning local government
- Innovations in management practices
- Changing nature of citizenship
- Informationalism: The role of information in regional and urban processes.
