VALOGOS


For the academic years of 1997-1998 and 1998-1999 we have prepared new programme based on the new curriculum. See VALOGOS Local Government Programme 1997-1999.

VALOGOS is open for everyone who is interested in local government studies. At the moment, however, the following courses are designed for the students on the local government degree programme in the University of Tampere. This programme is planned to be an integrated part of the curriculum of the degree programme.

The degree programme in question is Local Government Studies. The two main subjects are Local Governance and Local Public Economics. VALOGOS Local Government Programme is associated with the first of these. The studies in the degree programme can be divided into three levels, basic (approbatur), subject (cum laude approbatur) and advanced (laudatur) studies. The present programme relates to the intermediate level (subject studies). This programme requires, then, some basic knowledge on local government studies. Information Package

- VALOGOS Local Government Programme concerns the subject studies in local governance, as mentioned above. These subject studies are intended to provide essential knowledge about the main problems, concepts and theories of local government.
- The programme contains 20 credit units. Most master's degree programmes total 160 credits. Credit (or literally "study week") is defined as the equivalent of 40 hours of work on the part of the student.
- The programme contains six study modules. The study module is the basic structural and thematic unit of the degree programme. Each of them carry a certain number of credits. They may include several types of work: lectures, seminars, examinations, exercises etc.
- The structure of VALOGOS Local Government Programme is consistent with the subject studies in local governance described in the curriculum of the degree programme. Certain study modules are, in fact, identical. The difference lies partly in teaching methods and certain thematic emphases.
- All the studies when done according to the instructions of the Department of Local Government Studies will contribute to bachelor's and master's degrees.

LOGOS 1
Local Self-Government in Europe 3 credits

Lecture: Local Self-Government. (1 credit)
Literature: Batley - Stoker (eds.), Local Government in Europe: trends and developments, Macmillan 1991, or Delcamp, Les institutions locales en Europe. Paris 1990. (1 credit)
Essay: An essay on one of three alternative themes (1 credit):
- The history and development of local government in Europe.
- Description of the local government system of U.K., France, Germany, Austria, Switzerland, Belgium, The Netherlands, Italy or Spain.
- Local government in Internet. You can use the VALOGOS link collection.
The subject of the essay must be approved by a teacher.
Coordinator: Academic Assistant in local governance. The lecture is held and set books examined by the Associate Professor in local governance.

LOGOS 2
Marketing Services 3 credits
Lecture: Services of Local Government. (1 credit)

Coordinator: Academic Assistant in local governance. The lecture is held and set books examined by the Associate Professor in local governance.

LOGOS 3
Special Themes: Local Government in the Age of Globalization 4 credits
Four thematic alternatives:
(a) Local government systems - a global perspective
(b) Comparative local government studies
(c) Local politics and democracy in information society
(d) Local government as an instance of radicalization of modernity.
These themes will be addressed independently by each student under the direction of the coordinator.
