It is well documented that the lay public has a troubled relationship with science. Despite near unanimity within the scientific community various issues - climate change, the safety of vaccines, the risks of "fracking" - these issues remain controversial in the American public.

Why is this? One natural suggestion is that scientific literacy is poor. But this explanation only goes so far. It matters a great deal how we define scientific literacy. I will suggest that prevalent conceptions do not sufficiently address what we should want the public to be able to do with scientific information and argue that greater focus on the social structure of science is in order.
